How to bid landscaping and grounds work in Maryland

1. Before you can bid at all
The entry ticket: the registrations buyers check, the licence the law requires for this trade, the certifications that change who can win, and the wage floors that set your labour line.
Registrations

The licence the law requires for landscaping and grounds

Certifications that change who can win

- Minority Business Enterprise (MBE) through MDOT: at least 51% owned and controlled by socially and economically disadvantaged individuals, with a personal-net-worth cap; plan on 60 to 90 days from a complete application. Wage floors
- Maryland Living Wage Law covers state service contracts of $100,000 or more ($500,000 for employers with 10 or fewer employees). 2. How buying works in Maryland
- Thresholds decide the form: small purchases are quotes by phone or email, formal sealed bids start at each county's own line (Carroll formalises above $25,000; St. Mary's above $50,000). - Mowing prices from acreage and obstacle density into crew hours, then seasonal cycle counts; specifications state cuts per season and trimming, edging, litter and bed care as separate line items.
- Snow and ice: on-call hourly by equipment class, salt by the ton, standby fees; pre-season application deadlines matter more than price.
- Tree work is priced by the job with the tree expert's licence number on the bid; right-of-way mowing is priced per mile or per acre.

5. Starting from zero: the first 90 days
For someone who wants to start a landscaping and grounds business and sell only to government. The order matters: the licence and the registrations gate everything else.
- Weeks 1 to 2: entity, EIN, Combined Registration, general liability with pesticide coverage if you will spray, auto and inland marine for equipment.
- Weeks 2 to 6: MDA Pesticide Business License and the applicator exams (core plus turf and ornamental); Tree Expert licence if you will do tree work; eMMA registration with grounds, mowing, snow and tree commodity codes; SBR.
- Weeks 4 to 8: small purchases: mowing at a town's parks, a fire company's grounds, a library branch. Snow on-call lists open in late summer; get on them.
- Weeks 8 to 12: first formal IFB; attend the pre-bid and walk the sites, because the sheet is won or lost on acreage and obstacles.
